What is the CARB Clean Truck Check Program?
The Clean Truck Check program, established by the California Air Resources Board (CARB), mandates periodic emissions testing for heavy-duty vehicles over 14,000 pounds. This ensures the emissions control systems in these vehicles are operating effectively. The program’s goal is to curb air pollution from heavy-duty trucks on California’s roads.
What is the deadline for compliance?
The first major deadline is July 1, 2024, requiring vehicle owners to register their vehicles in the Clean Truck Check database. Emissions compliance testing then begins on October 1, 2024. (As of August 2024, the California Department of Motor Vehicles has started placing registration holds on vehicles that have not passed a Clean Truck Check inspection.) In the first year, vehicles require one emissions test. This increases to four annual tests by the third year, ensuring continuous monitoring of emissions compliance.
How is compliance enforced?
Vehicle owners in California must comply with annual reporting and testing requirements enforced by the state. Vehicles must undergo inspection by a CARB-certified technician, and any that fail to meet emissions standards must be repaired to pass subsequent tests. Noncompliance can lead to fines and restrictions on vehicle operation within the state.
What vehicals does the program apply to?
The program applies to most heavy-duty diesel and alternative fuel vehicles over 14,000 pounds, regardless of their registration in California or out-of-state. Certain categories, such as zero-emission vehicles and some new low-NOx emission vehicles, are exempt from the program.
What is the cost?
As part of the program, vehicle owners must pay a $30 annual compliance fee per vehicle through the Clean Truck Check Vehicle Inspection System (CTC-VIS).

The OBD (On-Board Diagnostics) tests for newer diesel trucks are relatively quick, while the smoke tests or opacity tests for older diesel trucks take longer and involve more paperwork.
When your Clean Truck Check inspection is complete, we electronically transmit the results to CARB and provide you with a copy for your records.
